AGORA 于2021年12月31日正式歇业了

AGORA CLOSES TODAY

The Singapore government will be very happy to know that AGORA, the civic space managed by Tan Tee Seng shuts down today, 31 December 2021.

Tee Seng had single-handedly managed the space for the past seven years. It has been a space freely available for civil society until Covid-19 struck more than two years ago. Restrictions on the number of people attending events began to shrink until it was no longer possible to host any event.

Function 8's last use of the space was for their 2020 Fringe Film Festival. It screened “An Online Citizen” by Calum Stuart on 21 Feb 2020. Terry Xu who was featured in the film was then encountering a great deal of trouble from the authorities, including a defamation suit filed by our prime minister, Mr Lee Hsien Loong. In the after screening discussion Terry Xu talked about his troubles and answered questions from the audience. Chng Suan Tze, a member of Function 8 was the moderator.

Last night as a few Freedom Film Festival volunteers gathered to celebrate the end of year at Orange & Teal, I had a brief conversation with Tee Seng. I asked him what was most memorable for him about Agora.

Tee Seng recalled how Agora began. It was initially a shared space with Terry Xu in 2014 but things didn't work out. So he got some organisations to support the space by paying a monthly sum in exchange for the use of the space. Subsequently, in order to generate a steady income, he sublet a portion of the space.

His happiest recollections of Agora was the series of talks, debates and book launches. He gained a great deal of knowledge from these events.

Function 8 was a frequent user of the space. It held its series of talks called “Changing Worlds” where people shared their knowledge and experiences. A group of intellectuals headed by architect Tay Kheng Soon also used the space for their regular discussions about “The Future of Singapore.”

Besides these groups, various activists also use Agora. Anti-death penalty events including memorial services were held there. Discussions on freedom of speech and assembly were also held there. There were many private screenings of the banned film "To Singapore with Love by Tan Pin Pin.

Agora provided a safe space for activities. Unlike other spaces where bookings can be cancelled at the very last minute because owners get cold feet out of imaginary or real fear or interference by the authorities, organisers are always able to proceed with their events at Agora.

Throughout the seven years of Agora's existence, there was only one event that the authorities deemed it fit to interfere. This was the event organised by Community Action Network (CAN) in 2016.

CAN organised a forum called “Civil Disobedience and Social Movements”. It featured Hong Kong activist Joshua Wong in a skype call with journalist Kirsten Han and artist Seelan Palay. The police were unhappy with the harmless skype call with Joshua Wong. How they got wind of the event is a mystery. Various people including Tee Seng and Jolovan Wham were subsequently called up by the police. Jolovan was finally charged for organising a public assembly without a police permit and convicted. It was a ridiculous charge because the event was held indoor and attended by less than 60 invited guests. It was bizarre but the Singapore police are noted for spending a lot of their time investigating harmless activities.

Tee Seng has many fond memories of Agora. He made many friends, both young and old. Like many other enterprises, it is unfortunate that Agora has to shut down because of the pandemic.

Civil society will miss Agora. But for sure, another space will come about after the passing of this pandemic. So the joy of the government will not last forever!

新加坡政府将会非常高兴听到由社会公民组织成员陈智成经营管理的活动场所 AGORA 将于2021年12月31日正式歇业。在过去7年的时间里,陈智成个人单独负起经营与维持管理这个场所。

从7年前开始直到冠状病毒的来袭前,这个场所就一直是为公民社会运动提供免费的活动场所。从疫情肆孽开始活动人数的也开始减少,到目前已经无法再举行任何的集会活动为止。

2020年功能8使用这个场所举办了自由电影节。它是由 Calum Stuart 在2020年2月21日摄制的《一名在线公民》(“An Online Citizen”)。它的内容是叙述了当时独立社交媒体网站《公民在线》(THE ONLINE CITIZEN)主编许渊成(Terry Xu) 面对来自当局百般的刁难,其中包括他被李显龙民事起诉诽谤名誉。许渊成在视频访谈答问时段中回答了观众的答问。功能8成员庄瑄芝负责主持这场访谈。

当晚上自由电影节志愿工作者聚集在 Orange & Teal 餐馆(由民主党徐顺全夫妇共同开设的)庆祝欢送2021年聚餐会。在聚餐会上陈智成做了简短的谈话.。他被大家问起在过去7年间 AGORA 最令他难忘的是哪些事件?这让他回忆起当时起步阶段。

这个场所最初是他与《网络公民》主编许渊成共同租下使用的。但是,未能如最初设想的计划一样。为此,许渊成在获得了一些组织的支持下,以每个月支付租金方式提供了一个为其网站办公的场所。许渊成搬离场所后,陈智成为了继续维持场所有足够和有定的收入,他把场所间隔了一部分空间分租出去。

在回忆过去7年的光景,他愉快地回忆了场所被用来举办交流会、辩论会和新书发行等活动。他通过场所所举行的一系列活动获取了不少的知识。功能8是使用者这个场所的常客。它利用这个场所举办了“改变中的世界”座谈会,让与会者分享了与主讲者的经验与知识。由城市规划设计师郑庆顺(前行动党教育部长张永顺的胞弟)领导的一群学者也使用这个场所举办了以“新加坡的未来”为主题的讨论会。除了上述2个主要的使用者外,还有其他的组织使用这个场所,这包括了反对死刑和追悼会等活动都在这里举办。社运组织举行讨论言论与集会自由的集会也使用了这个场所。这个场所也让私人举办放映电影,包括了电影摄制者陈彬彬小姐拍摄的《星国念》.

AGORA 为社运工作者提供了一个安全的活动场所。不像其他一些提供活动场所的业主,即便是已经收取了租金后,最后一分钟由于自己想象中的恐惧,或者是来自当局真正的恐吓或干预,而被迫最后一分钟拒绝出租场所。对于 AGORA 而言,任何组织租借这个场所都能够按计划如期举办活动。

回顾过去7年来,它举办的一系列集会活动唯一被当局干预只有一场。那就是由《社区活动网络》(Community Action Network (CAN))于2016年组织的一场活动。它组织了一场命名为“公民不服从与社会运动”(Civil Disobedience and Social Movements)。参与这个活动的参与者来自香港的黄之峰通过使用 SKYPE 网上交流软件与新闻作者韩莉颖及艺术工作者西兰巴莱之间的对话。警方为使用无伤害性的交流软件 SKYPE 交流感到不舒适。警方是如何事先获悉这个风传是一个迷?过后包括陈智成及范国瀚在内的一些被警方传召问讯。范国瀚最终被起诉组织一个未经警方许可的公共集会。因为这场集会在室内举行,受邀参与集会的贵宾人数不超过60人。这是极其荒唐的事。但是警方却耗费的大量的时间对这些对社会无造成伤害的活动者进行调查。

陈智成对 AGORA 有着许许多多的回忆。他结交了许多的朋友,包括年轻的和长者.

就像目前新加坡的其他企业一样面对着疫情的肆孽,AGORA 无可避免的必须歇业。这是不幸的。公民社会为此感到惋惜。但是,我们可以肯定的是,在疫情结束后,将会有一个新的活动场所的出现。基于此,行动党政府不必为 AGORA 的歇业感到高兴。
