铭记“1963年2月2日冷藏行动”事件

WE SHOULD NEVER FORGET OPERATION COLDSTORE

Today is the 59th anniversary of Operation Coldstore. This alleged security exercise took place at the dawn of 2 February 1963. More than 133 leaders of opposition parties, trade unions and civil society were arrested under the Preservation of Public Security Ordinance, the forerunner of the Internal Security Act. Many were detained without trial for decades - Dr Lim Hock Siew (20 years), Ho Piao (18 years), Said Zahari (17 years), Lim Chin Siong (6 years and exiled to England), Dr Poh Soo Kai (17 years) and many more.

Operation Coldstore shows the extent at which the PAP government is prepared to sacrifice Singaporeans in order to retain power.

Those arrested who were not born in Singapore were deported to their home countries and imprisoned there. Among them were K Koya, James Joseph Puthucheary, Dominic Puthucheary and Salahuddin Ghouse.

Operation Coldstore wiped out the top echelons of opposition leaders. Many more were arrested in subsequent months solely to prevent them from contesting the general election that was to be held that year. But despite the clampdowns, Barisan Sosialis managed to win 13 seats in the 21 September 1963 general election.

On 8 October 1963, Operation Pecah was mounted. Those arrested included three elected members, namely S T Bani, Lee Tee Tong and Loh Miaw Gong. Two others - Wong Soon Fong and Chan Sun Wing went into self-exile. And two candidates who narrowly lost the election, namely Tan Jing Quee who lost to Minister S Rajaratnam in Kampong Glam by 220 votes and Wee Toon Lip who lost to Madam Chan Choy Siong by 63 votes in Delta were also arrested and detained.

Operation Coldstore and indefinite detention without trial are the reasons why Singapore does not have an effective opposition in parliament since 1963. The Internal Security Act and all laws that permit detention without trial have no place in Singapore if our government truly believe and respect the rule of law.

今天是“冷藏行动”59周年。展开这项代号“冷藏行动”是在1963年2月2日凌晨进行的。它指控被捕者是涉及国家安全。被捕者超过133名。被捕、监禁的反对党、工会和公民组织的被捕者是在《防止公共安全法令》下被逮捕及监禁的。《防止公共安全法令》是《内部安全法令》的前身。被捕者是在不经审讯被监禁超过10年或以上的有林福寿医生(20年)、何标(18年)、赛查哈利(17年)、林清祥(6年,并放逐到英国)、傅树介医生(17年)以及其他许多被捕者。

从1963年开始,新加坡的国会里缺乏有效的反对党就是由于在“冷藏行动”下,被捕者在不经审讯而被长期监禁的结果。假设政府是真正尊重和笃信法制的话,那么,就应废除包括《内部安全法令》以及其他许多允许不经审讯长期监禁的法令的继续存在。
