LUDICROUS AND INCREDULOUS

I was walking with or behind them when they crossed the road to the Bedok Police Station yesterday. They had been summoned there for investigation into two alleged offences of "unlawful assembly" outside the Changi Prison. While they were wearing t-shirts with anti-death penalty slogans, I was wearing a checked shirt. The police cctv record would show that I was either walking behind them or beside them. Would that make me part of their imaginary “unlawful procession?”

If the Bedok police officers have deemed it fit to seize the t-shirts of Rocky and Kirsten, I offer my shirt to be seized too. I also offer myself to be interrogated.

I was seated inside the police station reading William Wan’s Through the Valley, the Art of Living and Leaving Well when I received a call from Kirsten asking me to buy a t-shirt for her because her investigator wanted to have her t-shirt. What a weird request. I asked if the police were buying her t-shirt. She said no, they were going to seize it. What! Seize her t-shirt? In that case, I won’t buy a t-shirt for her. She then said that if I didn’t buy the shirt, she would either have to ask someone else to buy it or be stuck in the police station.

We all know that the police have the power to detain a person for 48 hours while they sleep on their job. It used to be 24 hours during colonial times until the PAP decided that their police force needed more time because they are not up to the mark or because they are sadistic and wanted to punish alleged offenders by ensuring that they spend 2 full days in the lock up.

Ludicrous as it sounded, I walked to the market to buy a t-shirt. As I was about to cross the road to the police station, I received another call from Kirsten asking me to buy a shirt for Rocky! What is happening! Just a few hours earlier, I was nearly refused permission to enter the police station and now I have become their useful clerk. The guards had earlier denied me entry. After checking my identity document, they had called someone and told me that I could not enter the police station. I was puzzled. I have never been refused entry before. Why should Bedok Police Station behave in this way? So I asked to see a senior officer. After a few phone calls and making me wait at the exit for at least ten minutes, I was allowed in.

Until I read what Kirsten wrote, I had no clue what she was being investigated for. All these had happened after she had given her statement for the alleged two offences of gathering outside Changi Prison on the day two prisoners who they had failed to save from the gallows were hanged.

So which enthusiastic, overzealous senior officer had instigated the investigation of this incredulous offence of unlawful procession? He or she ought to be dismissed from service. Such an officer imagines too much and is a danger to society because innocent people may be arrested for walking in the streets and crossing roads.

The police may be unhappy with Kirsten and Rocky for daring to wear t-shirts which proclaim the cause they strongly believe in. They may appear defiant and their intention may be to challenge the authority. That however does not empower them to abuse their power as police officers investigating the alleged offences of unlawful assembly as stated in the letters to them. Neither does it empower them to summon an officer from the cybercrimes response team to intimidate them. What has the holding of an alleged vigil and gathering outside Changi Prison on two dark nights or mornings got to do with cybercrimes?

Singaporeans may be powerless for the present. We are subjected to all sorts of oppressive laws. But we are not yet dead. We keep watch of all that is happening around us.

韩莉颖与 Rocky Howe 目前正在勿洛警署接受警方的问讯调查。警方增加了多2项涉嫌犯犯法的罪名予以他们俩。对于他们的被传召问讯,我发现这是一起荒谬与难以置信的事件。(见网址 https://tinyurl.com/5e5sjv9p)

昨天当他们俩越过马路前往勿洛警署时,我与他们俩同时一起步行/在他们俩后面。他们被传召问讯协助调查。警方指控他们俩涉嫌参与在章宜监狱外的‘非法集会’触犯了两项刑事罪状。他们俩前往勿洛警署时穿着印有‘反对死刑’口号的文化衬衫。警方的摄像镜头记录了当时我是随着他们俩后面,或者是并排步行。警方会联想,我是参与他们俩‘非法集会’的一份子吗?

假设勿洛警署警方人员有权没收韩莉颖和 Rocky 俩的衬衫,我也愿意将自己当天穿的衬衫让警方没收。我也愿意接受警方的传召问讯。

在韩莉颖与 ROCKY 问讯期间,我在警署里阅读 William Wan 的著作 "Through the Valley,the Art of Living and Leaving Well" (《穿越山谷 求生与脱险的之道》)时,我接到了韩莉颖打来的电话。她让我帮忙买一套衬衫。因为警方要拿走她身上穿着的衬衫。这是令人感到奇怪的事。我问她,是不是警方人员要买她身上穿着的衬衫。她说,不是。他们要没收自己身上穿着的衬衫。什么?充公她的衬衫?在这种情况下,我是不会帮她购买的。她接着说,假设我不帮她购买,她或者是请他人帮忙,或者是被困在警署。

当然我们都晓得警方有权拘留任何人48小时,当他们在工作期间睡觉的时候。在英国殖民地统治时期警方只有是24小时权利拘留任何人。在行动党上台执政后,基于警方需要更长的时间进行调查而决定延长拘留时间至48小时。因为他们的警方人员还没达到应预定的水平,或者他们是虐待狂者为了惩罚涉嫌者,确保他们有足够的2天时间拘留涉嫌者。

这样的做法是极其荒谬的。我到小贩市场购买一条衬衫。当我准备返回警署时,我又接到了韩莉颖的电话要求我为也 ROCKY 购买一条衬衫!这到底发生了什么事!就在几个小时前,我几乎被警方拒绝进入警署,现在我却成为警方的得力书记。警署守卫早些时候是拒绝让我进入警署的。他们在检查了我的身份证后,通过电话向上级请示后告诉我不允许进入警署。我为此感到惊讶。过去,我从来就不曾被拒绝进入警署。为什么勿洛警署要采取这样的态度对待我?我因此要求会见高级警官。他们拨打了几次电话指示,我在警署门外等侯了约10分钟。最终我被允许进入警署。

直到我读完韩莉颖所写的,我不知道她被调查问讯的原因是什么。所有这一切所发生的事在她向警方做了笔录口供声明后,我才知道她是指控涉嫌触犯两项罪状是,在章宜监狱外聚集为两位她曾经极力挽救的死刑犯失败被行刑了。

好了。是哪一位热情与过分热心的高级警官煽动进行调查这样令人感到难以置信的涉嫌触犯非法集会的?他或者她必须被令解职。这位警官的想象力也太过丰富了。对于我们的社会而言是极其危险的。因为无辜的人民可能在路上行走,或者在越过马路时都会可能被逮捕。

警方可能是不满意韩莉颖和 ROCKY 俩敢于穿上这样的文化衬衫,作为宣示自己的坚强信念。他们是行为可能被警方视为是目中无人,或者是向警方展现挑战的意图。但是这一切并没有因此授权警方滥用权利。他们在发给韩莉颖和 ROCKY 的传召闻讯的信件里是指控他们俩涉嫌触犯非法聚会。也没有授权负责调查涉及网际网络犯。网际网络罪案组的一名警官对他们俩进行恐吓。他们俩在章宜监狱外进行2天2夜的守夜行动与涉及网际网络罪行有什么关联?

在目前的政治大环境下,新加坡人民可能是无能为力的。我们面对着各种各样的镇压性法律法规。但是我们还活着。我们一直看着这一切在的身边发生。
