I am very happy that this Chu San lunch gathering is still going strong, even though many of its original attendees are no longer with us.

This year marks the 60th anniversary of Operation Coldstore. It is Operation Coldstore and other arrests and detentions in the name of “national security” that bring us together as a community today.

Chu San gatherings originated with the return of Lim Chin Siong to Singapore in 1979, after 10 years of exile in England. His close friends wanted him to meet his comrades. Gradually, this gathering enlarged to include English educated friends.

In earlier times, Chu San was just a lunch gathering. There were no political speeches. The organisers did not want to attract the attention of the authorities. This cautious approach permitted the annual event to continue undisturbed and the number of lunch guests grew.

I think our earlier organisers will be proud at the way Chu San is celebrated today.

I am heartened that this gathering is no longer confined to just ISA survivors. It is enriched by the inclusion of younger friends who may or may not speak Chinese. This was unthinkable in earlier days.

Ten years ago, the organisers of Chu San commemorated the 50th Anniversary of Operation Coldstore at Hong Lim Park after the Chinese Chamber of Commerce rejected their booking of its auditorium. It was a blessing in disguise. Former ISA prisoners came out in the hundreds, discarding their fear of being identified. They flocked to examine the names of those arrested under the ISA that were displayed on a banner. They wanted to make sure that their names were on the list which they jokingly referred to as the “Roll of Honour”.

On that day at Hong Lim Park, comrades sang Tuan jie shi li liang.

Since then, Chu San has taken on new dimensions. Let me mention a few of these changes and achievements:

1. At every Chu San gathering, political speeches are no longer taboo.

2. Every year, the organisers publish a commemorative book.

3. The setting up of xingmarenmin.com, an online website enables documents that are stashed away by comrades for decades to be published. These documents which would otherwise have been lost are now available online. It was networking at Chu San gatherings that enabled these materials to be located and uploaded. Maintaining this site involves formidable work, time and money.

We have looked at the past and the present.

What of the future?

Today in the international arena, we are entering a new epoch where American hegemony (domination) is in decline. In its place, we have the emergence of a multi polar world.

Ever since its independence in 1965, Singapore’s policy has been, in the words of Lee Kuan Yew, to shamelessly support the one “with the heaviest gun”. This stand must change.

We witness with growing unease around us, the appearance of QUAD (Indo-Pacific Quadrilateral Dialogue comprising Australia, India, Japan and the United States), AUKUS, a trilateral security pact between Australia, the United Kingdom, and the United States and the rearmament of Japan.

Third world countries – from Latin America to South Africa to Saudi Arabia are changing their attitude to ensure and safeguard their own sovereignty. They no longer can tolerate the neo colonial status that the West has relegated them to since the Second World War.

We – who are the survivors of Operation Coldstore of February 2, 1963 recall that six decades back, we were the youth that launched the constitutional and non-violent struggle for a genuine independent Singapore that would be free from colonial fetters. We wanted to deny the British colonialist the use of the naval base in Singapore which was aimed at suppressing the great Indonesian Revolution under Sukarno, and threatening newly liberated China with its nuclear bombs.

Former colonies established the Non Aligned Movement to support one another in our fledgling steps toward being full sovereign nations.

Unfortunately for us, in Singapore, that constitutional path to independence and sovereignty was brutally truncated on the night of February 2, 1963 where almost the entire leadership of Barisan Sosialis and many of its supporters, were arrested and imprisoned without trial – some for long periods of nearly two decades.

Neo colonialism has triumphed in Singapore on that fateful night 60 years ago. Today we are reaping the consequences of that set back. That we have become a nation led by those, who would neglect our sovereign interests by supporting the one with the heaviest gun.

Singapore is at the dangerous historical juncture today, where in the international arena, a gigantic geopolitical shift to shake off the policy of the aggressive elites of the West,

We are at this historic milestone on the 60th anniversary of Operation Coldstore, where it is abundantly clear that we are vindicated in having fought against colonialism and neo colonialism.

Comrades and friends, the struggle for Singapore’s sovereign development did not lapse with Operation Coldstore. Waves after waves of arrests had been perpetuated by the Lee Kuan Yew regime in carrying out the dictates of British and American interests in the region. From Operation Pecah to the ridiculous Marxist conspiracy of Operation Spectrum, we salute each and every fighter for his or her brave stand for an independent Singapore path to development.

To each and every Singaporean – going forward in this recently formatted global geo political configuration, it is our sacred duty not to be bullied by the heaviest gun, but to boldly reassert our claim to peace and development. That is our genuine sovereignty.

同志们、朋友们,

尽管有许多原有的参与者不在我们共同庆祝每年初三的聚餐会,但我对于今年初三举行的春茗聚餐会越来越火爆感到兴慰。

今年是1963年2月2日‘冷藏行动’60周年纪念。当年的被捕者都被冠以‘危害国家安全’的罪名下被逮捕监禁。初三春茗聚餐会让我们大家汇聚一起来。

初三春茗聚餐会是于1979年(从英国伦敦)回来后由林清祥号召发起的。他的亲密朋友希望他能够与老同志见面。初三聚餐会就逐渐地扩大到包括受英文教育朋友的参与。

早期举行的初三聚餐会仅仅只是纯粹聚餐。在聚餐会上并没有任何的政治演说。这是由于组织者不想引起当局的注意。这样的顾忌让初三聚餐会在不受干扰的情况下能够每年续延续进行着。

我想,我们的早期组织者为今天的初三聚餐会的庆祝形式而感到骄傲。

我衷心希望初三聚餐会不再仅仅局限于在《内部安全法令》下被捕监禁的幸存者的参与。它因包括可能会或可能不会说中文的年轻朋友而变得更加丰富。这在早期是不可想象的。

10年前,初三春茗聚餐会的组织者欲在会堂举行纪念1963年‘冷藏行动’50周年纪念聚会但被拒绝了。他们选择改在芳林公园举行。我们因祸得福,数以百计当前政治拘留者藐视被(‘当局’)确认自己的身份的恐惧而出席了这场纪念会。他们群聚在一起查阅在会场展示查阅在《内部安全法令》被捕者名单布条上是否有自己的名字。他们的目的就是要确定自己的名字在名单里。他们戏称这是‘荣誉榜’。

在当天的纪念集会上,与会者高唱《团结就是力量》。

从那时起,初三有了新的面貌。让我提及其中的一些变化和成就:

1. 每年的初三春茗聚餐会上发表政治演说已经不是禁忌;

2. 每年的初三春茗聚餐会都会出版一本纪念性的书籍;

3. 《新马人民历史资料室》在线网站的设立,把战友们收藏了几十年的资料都刊载出来了。那些可能已经失传的资料现在已经可以到这个网站上查阅浏览。初三春茗聚餐会让这些资料能够在网络上找到和下载。为此这个历史资料网站是需要耗费大量的人力、时间与资金的。

回顾过去与现在。

我们的未来展望如何?

今天我们已经进入一个新纪元的国际形势——美国的霸权主义者在衰落。取而代之的事是多极化的世界。从1965年新加坡独立以来,李光耀无耻引以为傲的‘枪杆子为最重要’的新加坡政策必须改变。

我们见证了周边形势的改变。由澳大利亚、印度、日本和美国组成的印太四方对话,(简称‘AUKUS’)的出现,澳大利亚、英国和美国之间的三边安全协定以及日本的重新武装。

来自第三世界国家——从拉丁美洲到南非到沙特阿拉伯改变他们的立场以捍卫本身的国家的主权。他们不再容忍自己从二战以来被西方国家视为殖民地的地位。

我们,在作为1963年2月2日‘冷藏行动’的幸存者回顾60年前。当时我们都是年轻人,我们在宪法范围内为摆脱殖民地统治而展开的非暴力的争取实现一个真正独立的新加坡的斗争。我们拒绝英国殖民主义者利用新加坡作为海军基地针对在苏卡诺总统领导下的印度尼西亚的伟大革命、以核子武器针对刚刚获得解放的中华人民共和国。

在我们迈向成为实现国家主权的过程中,第三世界国家建立的非结盟运动相互支援。

我们的不幸。在1963年2月2日凌晨,我们争取通往国家独立与主权的宪制途径被残酷地切断了。几乎整个新加坡社会主义阵线以及许多它的支持者在不经审讯下被逮捕监禁——其中有些被拘留者被监禁长达20年。

经过1963年2月2日当天凌晨的大逮捕行动,新殖民主义者取得了胜利。今天,我们正在面对着这场被洗劫的后果。我们的国家正在被那些支持‘枪杆子’忽视了我们国家的主权利益。

新加坡正处于危险的历史时期的十字路口。一个巨大的地缘政治转变,以摆脱西方侵略性精英的政策,这说明了,我们过去反对殖民地主义和新殖民主义是正确的。

我们正处在‘冷藏行动’60周年这一历史性里程碑时刻。很明显的,我们过去反对殖民地主义与新殖民主义的斗争是正确的。

同志们、朋友们,我们为争取新加坡的主权与发展的斗争不会因为‘冷藏行动’而终止。李光耀政权在执行英国及美国在本地区的利益而进行一波又一波的逮捕行动——从‘桃子行动’到‘欧洲马克思主义阴谋’的大逮捕行动。我们向所有为争取新加坡的独立而导致的战士们致以崇高的敬意。

对于每一位新加坡人——每一位新加坡人——在这个最近形成的全球地缘政治格局中向前迈进,不被‘枪杆子’所吓倒是我们的神圣职责,而是勇敢地重申我们对和平与发展的主张。那是我们真正的主权。
