冷藏行动60周年

60TH ANNIVERSARY OF OPERATION COLDSTORE

February 2, 2023 marked the 60th anniversary of Operation Coldstore. On February 2, 1963, the majority of opposition party leaders were incarcerated without trial, many for over a decade. Dr Lim Hock Siew was imprisoned for 20 years, Ho Piao and Lee Tee Tong for 18 years, Said Zahari for 17 years and Dr Poh Soo Kai for 11 years. Dr Poh was subsequently imprisoned for another six years. Many others spent over a decade in prison.

Today, it is obvious why the PAP government imprisoned all those opposition leaders for decades. It was simply to ensure that they would all be forgotten by members of the public and thus would no longer pose a threat to the PAP government. The PAP are definitely worse than our colonial master when it comes to treating political opponents.

Remembering the enormous sacrifices of those who were imprisoned under Operation Coldstore and the waves of arrests that followed, Function 8 and Transformative Justice Collective held a press conference on 2 February 2023 at The Arts & Civil Space. Journalists from the local and foreign press as well as members of civil society and survivors of Operation Coldstore attended the conference. At the press conference, the statement and names of 60 Operation Coldstore survivors and their families were read by Kokila Annamalai, Kirsten Han and Joanna Lee.

A few days before the press conference, it was rumoured that the government would announce something about Operation Coldstore in the national media. On the morning of the press conference, the front page of The Straits Times screamed “Teen detained under ISA. Planned to bomb army camp – Stab people with knife – Declare Coney Island as ISIS province.” A photo of a boy alleged to be Muhammad Irfan Danyal Mohamed Nor (Irfan) aged 18 wearing a ski mask and holding a knife appeared on the right side of the article.

The article was a distraction. But its intent was clear. It was to remind the public that the ISA is still needed and even young people would not be spared from being labelled as terrorists.

The Ministry of Home Affairs’ press release dated 1 February 2023 published two photos, allegedly of Irfan in Annex A, one wearing a ski mask and holding a knife while the other with his index finger raised, which according to the description in the newspaper, was intended to “mimic ISIS fighters”. Both photos were used by the newspaper, the more dramatic one of him holding a knife was used on the front page while the other was in the inside pages. See https://tinyurl.com/2s4ztx4b.

The intention of the ministry is clearly to instil fear in the public and justify the continued use of the Internal Security Act (ISA) in Singapore despite the call for its repeal by the former political prisoners.

We do not know if the two photos were taken by Irfan, if the boy is really Irfan. The background of both photos is white. They appear to be taken at the same spot where part of a picture frame is visible. If “Irfan” had fantasised and acted alone, who could have taken the photos for him as the photos do not appear to be selfies? Maybe it was the ISD officers who out of boredom, decided to have some fun by getting the teenager to pose for them. If this is the case, it is pretty insidious. Why didn’t they make him pose with a toy rifle that is depicted in Annex C of the press release?

In response to the press statement issued by 60 survivors of Operation Coldstore, The Straits Times of February 3, 2023 reported the Ministry of Home Affairs as saying that “the allegations and assertions in the statement by the former detainees are not new.” It added: “The Government has addressed it comprehensively in past public communications, which are a matter of public record.” See https://tinyurl.com/w3r5darv.

These claims are not substantiated.

In the 60th anniversary statement, the political prisoners demanded of the government to “provide evidence to support the justifications they gave for launching Operation Coldstore.” No evidence has been produced.

We are fortunate that we still have survivors who can testify that they are innocent of the allegations levelled against them. And we are fortunate that the archives in London have allowed access to these survivors and historians who have combed through the documents and who in the end have reached the conclusion that Operation Coldstore was a political and not a security exercise. Surely it is time for the PAP to refute these historical documents with their own evidence and documents and subject them to public scrutiny. Allowing access to a few selected academics is not sufficient.

I believe the PAP government do not have any evidence to defend the demands of the 60 political prisoners and their families for the repeal of the ISA, an apology and compensation for the sufferings they endured. I say this because the government have chosen to remain silent to these demands and have chosen to distract the public by publicising the detention of a teenager. On this matter too, there is a deliberate act of rationing information of arrests, under the ISA.

On 21 February 2023, Channelnewsasia reported on the issue of a detention order against a 15 year old boy in December 2022 and the release on restriction orders of a 16 year old in January 2023. See https://tinyurl.com/2xry34er.

When the Ministry of Home Affairs issued the press release of 1 February 2023 announcing the detention of Irfan in December 2022, it was already aware of the two boys being arrested, detained and released on restriction orders. Why did they choose not to include these two boys in the press release of 1 February? Why issue a second press release on 21 February 2023 regarding these two boys? Was it the government’s intention to give the public the impression that Singapore is frequently plagued by Islamic terrorists?

The rationing of news is further supplemented by ad hoc articles. In between the two press releases, Kumar Ramakrishna, professor of national security studies had his article The ‘Coney Island caliphate’ and radicalised youth published in The Straits Times of 7 February 2023. Ramakrishnan swallowed line, hook and sinker the government’s allegations against Irfan. Again, this article acts as a reminder to the public, about the need to retain the ISA.

Finally, for a government that is obsessed with rehabilitation of children and young persons using the draconian ISA, it cannot even keep track of the number of children they have arrested under the law. In The Straits Times of 2 February, Minister Shanmugam revealed that nine young people below the age of 21 were dealt with since 2015. In the press release of 21 February, the Ministry of Home Affairs stated that “11 self-radicalised Singaporean youth aged 20 or below” had been dealt with under the ISA since 2015. I wonder how reliable are the statistics provided by the Ministry of Home Affairs.

It is my sincere hope that documents on Operation Coldstore will be made available to the public. If the government is serious in maintaining their claim that it was a security exercise, then let us all see the evidence.

冷藏行动60周年

2023年2月2日是1963年2月2日‘冷藏行动’60周年纪念日。当年,在不经审讯下被捕者大部分是反对党的领导人,他们当中被监禁超过10年,其中包括了被监禁了20年的林福寿医生、何标和李思东18年、赛查哈利17年,以及傅树介医生11年,70年代又再次被逮捕监禁6年。还有其他的被捕者也被监禁超过10年。

今天,我们很明显地明白为什么行动党政府要监禁所有反对党领导人超过10年的原因了。他的原因极其简单。它们的目的就是要恐吓人民,这样将不会再对行动党政府产生任何潜在的威胁。这比起殖民主义者对付政治对手的手段,行动党绝对有过之而不及。

为了纪念那些在‘冷藏行动’以及一波接一波被捕囚禁在牢狱里的被捕者付出的重大牺牲,人权组织功能8以及集体变革正义(Function 8 and Transformative Justice Collective)于2023年2月2日在 The Arts & Civil Space 中心举行了记者发布会。出席当天的记者会有国内外记者,以及社运组织成员及‘冷藏行动’幸存者。在记者会上发布了一份有关纪念‘冷藏行动’的声明(见网址:https://tinyurl.com/4rfe3e98.)。由 Kokila Annamalai, Kirsten Han and Joanna Lee 三人在记者会上宣读了有关声明以及60名在‘冷藏行动’幸存者签署的声明。

在纪念会举行前几天,传说政府将会通过国家媒体就‘冷藏行动’事件发布相关信息。在‘冷藏行动’纪念会举行的当天早上,《海峡时报》在头版渲染了‘一名青少年由于“企图”在军营安置炸弹,在《内部安全法令》下被捕持刀子恐吓他人——宣布在科尼在建立ISIS省’。报章还在文章的右上角附上一张被指控者 Muhammad Irfan Danyal Mohamed Nor(Irfan) 18岁的照片。他头戴面罩手持刀子。

律政部的意图是非常明显的。它们就是要在人民当中挑起恐怖气氛和尽管前政治拘留者不断提出废除‘内部安全法令’,但是,它们坚持是有必要继续实施的。

我们不知道《海峡时报》所刊载的那2张照片是否是被捕者本人拍摄的。假设那张照片上少年本人,那2张照片的背景应该是白色的。它显示照片的背景的在某个特定的地点拍摄,因为照片边缘部分是清晰可见的。假设那位青少年是‘自我激化’和单独的行为,那么,是谁为他拍摄这2照片?照片并不是自拍的。可能是内部安全局过于无聊,让青少年拍照片给他们找点乐子。假设情况是这样,这是极其阴险狡猾的。如他们在发表的新闻稿附件C所描述的那样,为什么不让青少年拍一张手持玩具来福枪的照片?

《海峡时报》于2023年2月3日回应了60名前政治拘留者发表的声明。它引述内政部的话说:“政治拘留者人在其生命所做的指控与断言了无新意。”它补充说,“自己已经在过去完整地向公众说明了。(见网址:https://tinyurl.com/w3r5darv.)”

这样说辞是站不住脚的。

政治拘留者在其发表的声明里提出了要求政府“证明进行‘冷藏行动’的确凿证据”。但是,至今并没有任何出示任何证据。

我们感到庆幸的是,我们仍然有幸存者可以证实,对他们的被指控的罪名是是无辜的。

我们要感到庆幸的是,在英国伦敦的档案馆已经允许幸存者和历史学查阅全部档案资料。他们在查阅所有资料后得到的结论是:‘冷藏行动’是一场政治行动,而不是安全行动。肯定地说,现在是行动党提供资确凿证据及文件说明书基于公众安全理由反驳这些历史资料的时候了。他们只是允许让几个学者查阅有关档案是不足够的。

我相信,行动党政府没有任何证据可以反驳60名政治拘留者及其家属呼吁废除《内部安全法令》及他们及家人所遭受的苦难予以赔偿的要求。

我说的这些是基于政府对这些要求选择保持缄默,同时,选择发表那名青少年的被监禁以转移公众人士的视线。在同样的这个问题上,内部安全局发表这个信息是有意配合的。

2023年2月21日,新闻频道报道,有关一名15岁青少年于2022年12月被捕拘留令,并于2023年正月获得有条件释放的信息(见网址:https://tinyurl.com/2xry34er.)

内政部于2023年2月1日发表有关在2022年12月拘留 Muhammad Irfan Danyal Mohamed Nor(Irfan)。这已经是2名青少年被逮捕、监禁和在限制法令下被释放了。

为什么他们不在2023年2月1日的记者会上同时披露包括2名青少年被逮捕与监禁?为什么要在2023年2月21日发表声明有关2名青少年的事件?新加坡政府是不是意图给公众人士一个印象,新加坡经常受 ISIS 伊斯兰恐怖分子所困扰?

新闻进一步提供了补充文章。在这2则新闻发布期间,国大国家安全研究教授 Kumar Ramakrishna 于2023年2月7日在《海峡时报》上发表了一篇题为:《科尼:到上的哈里发国及极端青少年》的文章。他全盘引述了政府对 Muhammad Irfan Danyal Mohamed Nor(Irfan) 的指控。同样的这篇文章的目的是在于提醒公众人士有关必须保留《内部安全法令》的存在必要性。

最后,一个严厉实施《内部安全法令》的政府使用这个法法令来改造青少年。它根本无法追溯在《内部安全法令》下有多少青少年被捕。2023年2月2日,内政部长三穆根在《海峡时报》披露,从2015年起,已有9名年龄低于21岁的青少年涉及恐怖主义活动,

青少年涉及自我激化的活动。这些青少年都在《内部安全法令》下被捕。我对内政部提供的这些数据的可信度有多少。

我真诚地希望有关‘冷藏行动’的资料可以让公众人士阅读。假设政府坚持其‘冷藏行动’的基于国安安全的理由,那么,让我们看看他们提供的证据。
